Past tense is determined by the final word in the sentence. By the nature of て being a joining form, there is no way to make something past tense and て at the same time.
方法 (houhou) can be slapped on the end of a word to mean "the way you do this." For example, "小さいかなの書く方法を忘れた" means "The way to write small kana, I forgot it."
